Continue to log in to your BPCNet employer portal via the BPC website until 4/13/24. Please note the important transition dates and blackout period indicated above. As of 5/1/24, you will log in to your new Chard Snyder employer portal on the Chard Snyder website. We will provide your portal login credentials via email on 5/1/24. Use this helpful employer portal user guide to learn more.

Our commitment to providing excellent service to both you and your employees is unwavering. While our name and branding will change, the same support team will continue to serve you and your employees.

You can contact your Client Services team at their regular phone numbers as you do today. We will be transitioning to wexinc.com email addresses on 4/13. After that date you can reach your account manager at firstname.lastname@wexinc.com.  Please ask your IT team to whitelist any emails coming from @wexinc.com, @wexhealthinc.com, and @chard-snyder.wexhealth.com addresses.

Employees should continue to contact the BPC Participant Services team as they do today until 5/1. After that date, employees can contact the Chard Snyder Participant Services team at the numbers below, Monday-Friday, 8 am-8 pm ET.

Starting 3/12/24, we will communicate with participants in these ways:

• Messaging about the transition to Chard Snyder will be posted on the home page of the BPC website. 
• Participants will receive a message after they log in to their BPC account letting them know their account is moving to Chard Snyder. 
• We will email participants for whom we have active email addresses several times advising them of the change, providing the details below, and offering educational resources about how to use their new Chard Snyder account. 
• We will include messaging with new Chard Snyder benefits cards mailed to participants explaining the change. 
• Special communications will be sent to HSA participants with instructions for transferring their current account to Chard Snyder.
• A letter will be mailed to COBRA & Billing participants in March. 

You may also wish to notify your employees to ensure they have this information.

The transmission method you use to send us files today will change. We will provide more details as we get closer to the time of integration.

From April 15-30, please reach out to your BPC support team if you need reporting. Beginning May 1, 2024, you will log in to your new employer portal on the Chard Snyder website to access reporting.

You will have access to these standard employer reports:

• Account Balance Report – Allows you to view plan account balance information per participant and per plan as of specified date.
• Account Balance Detail Report – Provides plan balance summaries and participant account balance detail as of specified date.
• ACH-Based Employer Funding Report – Shows summary and details of claims that need to be funded. Provides a match to the NACHA files that are generated in the timeframe that is selected for the report. 
• Claim Reimbursement Notification – Shows claims reimbursed for a specific reimbursement date (typically used in conjunction with Debit Card Funding Notification for plan funding reconciliation).
• Debit Card Funding Notification – Provides summary of debit card transaction amounts and fee amounts by plan (typically used in conjunction with Claim Reimbursement Notification for plan funding reconciliation).
• Employer Funding Notification – Provides summary and details of claims that need to be funded, along with any funding adjustments.
• HSA Account Detail Report – Gives an overview of each participant’s HSA, along with individual payroll deduction and employer contribution details at a tax year or year-to-date level.
• HSA Employer Summary Report – Shows an overview of all HSA accounts, including year-to-date totals and average cash balance.
• HSA Funding Collection Notification – Provides payroll deduction and/or employer contribution to be collected from the employer.

We are updating how you are invoiced for monthly administration fees. After the integration, you will begin receiving invoices at the end of the month via email from Chard Snyder, a WEX company. Hard copy invoices will no longer be mailed.

We are also moving to billing in arrears as of June 1, 2024. This means:

• Your last BPC bill will be issued mid-March for April
• You will not receive a bill in April or May
• New billing from Chard Snyder, a WEX company, will begin in June (invoice for May)

As of 5/1/24, you will begin receiving monthly administrative payment invoices at the end of the month via email from Chard Snyder. Beginning 5/1/24, if you pay your monthly fee by check, please send your payment to Chard Snyder, P.O. Box 22247, New York, NY 10087-2247. Participant mail addresses are also changing; see FAQs below for details.

Your current BPC service agreement will be assigned to Chard Snyder and will not need to be updated now. Future service agreements will come from Chard Snyder.

Beginning April 15, 2024, BPC will no longer provide PCORI fee reporting and compliance services. Instead, if requested, we can provide a report with the data you will need to complete the PCORI tax form. Please reach out to your BPC support team if you would like to receive this report.

Please add a new bank filter that allows transactions from Chard Snyder, a WEX Company, Originator ID / Company ID: 1311239992 (This is a Huntington Bank account.)

This filter should be applied to the account that we use to pull funds for reimbursement of your employees’ claims and benefit card transactions. It generally takes a bank up to five days to add or update filters, so please act soon.

Post migration, you will see Chard Snyder on your banking reports and statements for this account. The bank account we use for administrative fees is NOT changing; please leave the current filter for that account in place.

We are making some changes to claims reimbursement processing and funding procedures for your savings and spending accounts, effective 5/1/24:

Checks must be written from our account. When sending participant claim reimbursements, we will no longer write checks from your company account on your behalf. Checks must be written from our account, then we will pull funds from your account to cover those amounts. If your bank previously required a positive pay file, we will no longer need that report since checks will be issued from the Chard Snyder account.

Reimbursements and funding will occur daily. Participant claim reimbursement payments will go out daily via check or direct deposit. The following business day, we will pull funds from your account to cover these payments. If your plan offers the benefits card, you will see two debits from your account – one for claims reimbursements and one for benefits card transactions. A daily report will be generated for you, available in the Chard Snyder employer portal. Let us know if you would also like a daily email notification when the report is generated.

These changes benefit you. Since we will be writing checks from our account, we will also be reconciling the transactions, issuing stop payments and new checks when needed, and handling escheatment. More frequent reimbursement also means that participants will receive reimbursements faster.

Beginning 5/1/24, your employees will log in to their participant portal on the Chard Snyder website using the following steps:

• Click the light blue Login button in the top right corner of the home page
• Under Participants, click Access Your FSA, HRA, HSA, LSA, Commuter Accounts
• On the Login page under New User, click Get Started 
• Follow the prompts to verify identity and set up credentials.

The Chard Snyder Participant Resource Library contains nearly 100 helpful materials – including videos – you can use to help educate your employees on their benefits. Feel free to download and share library resources with your plan participants beginning 5/1/24.

All incoming data files related to your Savings and Spending Account plans or your COBRA and Billing services will be processed within five business days.

We will be reaching out to you in mid-June to collect the information needed to complete nondiscrimination testing. Once we receive the data from you, you can expect to get results within five business days. We recommend that you do not delay testing as it is easier to make adjustments, if needed, in the beginning or middle of the plan year, rather than near the end of the plan year.
